2010/11-2014-15 CITY OF SANTA ANA CONSOLIDATED PLAN 2013/14 <br />I ACTION PLAN <br />The Housing Authority is required to prepare a Five-Year and Annual plans that highlight its <br />mission, goals and objectives as it relates to the Housing Choice Voucher program. The <br />Authority's plans were prepared in conjunction with the City's Consolidated Plan. Both <br />documents contain references to programs that may offer mutual support to meeting <br />respective Plan objectives. The City will support the Housing Authority's efforts to assist its <br />participants, just as the Authority is dedicated to assisting the City to implement its <br />Consolidated Plan objectives. <br />ECONOMIC DEVELOPMENT <br />The City of Santa Ana has developed a variety of programs aimed at stabilizing and <br />expanding economic opportunities for its residents and the Orange County region in <br />general. These programs include: <br />¦ W.O.R.K Center, a resource center with a primary focus on employment training and job <br />placement needs <br />¦ State designated Enterprise Zone <br />¦ Business attraction and retention programs to provide economic opportunities to City <br />residents <br />¦ Enterprise Zone and HUB Zone <br />¦ New for 2013-2014, CDBG Economic Development microenterprise assistance <br />It is important to note that the City's economic development strategy dependent on local <br />redevelopment funds and State resources; both of these funding sources are slated for <br />significant reductions. <br />For FY 2013-2014 the City will implement a pilot CDBG-funded economic development <br />program aimed at assisting start-up businesses. Program ill offer small grants, technical <br />assistance, and business support to support the establishment of microenterprises. It is <br />estimated that 100 jobs will be created via this program. <br />MEASURE OUTCOMES <br />The City has implemented HUD's results oriented management and accountability system <br />for HUD-funded activity. This system is an effort to measure outcomes of HUD-funded <br />programs as well as measure outputs. The City of Santa Ana implemented this system <br />during the 2005-2006 Program Year based on information provided by HUD, and <br />subsequently revised these efforts as dictated by HUD's final regulations. Presently all HUD- <br />funded activities are linked to outcome measurements that are incorporated into the City's <br />2010-2014 Consolidated Plan.
