2010/11-2014/15 CITY OF SANTA ANA CONSOLIDATED PLAN 2013/14 <br />ACTION PLAN <br />2013-2014 ACTION PLAN <br />EXECUTIVE SUMMARY <br />The 2013-2014 Action Plan provides specific information regarding the resources the City of <br />Santa Ana will utilize and the activities the City will undertake to address priority needs and <br />objectives during a 12-month period. The Action Plan will serve as the link between the <br />objectives developed to address priority housing and community needs identified in the <br />City's 2010-2014 Consolidated Plan/Strategic` Plan with federal resources allocated to the <br />City by HUD. The 2013-2014 Action Plan timeframe begins July 1, 2013, and ends June 30, <br />2014. This timeframe is referred to as a Fiscal Year (FY) or Program Year (PY). <br />The 2013-2014 Action Plan consists of several required components: <br />¦ Standard Form 424 - These forms serve as the City's formal application to HUD for <br />grant funds for the 2013-2014 Program Year <br />¦ Resources - Federal, non-federal and private funds expected to be available to address <br />priority needs and specific objectives identified in the Consolidated Plan. This estimate <br />includes program income for all federal grant funds. The Annual Plan also provides <br />information regarding leveraging of non-federal and private resources with federal grant <br />funds, and how the matching requirements of HUD programs will be met <br />¦ Description of Activities to be Undertaken - This information is provided in a format <br />prescribed by HUD, including a short description of the activity, the location of the <br />activity, and the target beneficiary population <br />¦ Geographic Distribution - A description of the geographic distribution of federal grant <br />funds, including information regarding the distribution of federally funded assistance in <br />areas of racial/ethnic minority concentration <br />¦ Homeless and other Special Needs - An outline specifying the activities that will be <br />undertaken during the PY to address the needs of the City's households at risk of <br />hornelessness, those that are situational homeless, chronic homeless, and persons that <br />are not homeless, but have special needs <br />¦ Other Actions - HUD requires that the City evaluate how strategies outlined in the <br />Consolidated Plan will be addressed during the Program Year including strategies to: <br />DRAFT 04/22/2013 1 <br />29A-6
