Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the Executive Director of the Public Works Agency to submit <br />applications for funding consideration under the Measure M2 Environmental Cleanup Program <br />through the Orange County Transportation Authority. <br />DISCUSSION <br />The Orange County Transportation Authority (OCTA) has issued a call for projects under the <br />Measure M2 Environmental Cleanup Program (ECP). The ECP grants are for Fiscal Year 13/14 for <br />the Tier 1 Grant Program. The Tier 1 Grant Program provides $200,000 per project up to a <br />maximum of $500,000 per funding cycle. <br />The total amount of Measure M2 ECP funding is $19.5 million, which is being made available over <br />multiple years to help protect Orange County beaches and waterways from transportation- <br />generated pollution (urban runoff), and improve overall water quality. The City will submit three <br />grant applications under this resolution totaling grant request of $500,000. The City will utilize <br />existing Federal Clean Water Protection Enterprise funds to provide the required minimum local <br />match of 25 percent. Including the City's match requirement, the total funding package is $625,000, <br />to cover design, construction, and maintenance. <br />Staff is requesting authorization to submit applications for three ECP projects which are listed in <br />Table 1. The ECP projects are not capital improvement projects; rather, they are programs such as <br />developing and implementing Best Management Practices for pollution control. These programs <br />provide no improvement to infrastructure. Given the importance of protecting our waterways from <br />transportation-generated pollution, staff recommends that the City Council adopt the resolution <br />authorizing submittal of these project applications for funding consideration. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />55B-1
