There were no speakers and he <br />closed the Hearing. <br />Councilmember Martinez expressed concern with lack of community and <br />Councilmember input, review process and past practice. Parks, <br />Recreation, Education, and Youth Council (PREY) Committee had <br />requested information; suggest process open to community organizations. <br />Mayor Pro Tern Tinajero motioned to continue matter for two weeks. <br />Acting Deputy City Manager Jill Arthur noted that staff will recommend <br />review process for next cycle of funds; also, 15% of total funds earmarked <br />for social service programs. <br />Councilmembers Sarmiento and Amezcua commented on need for <br />transparent process. <br />Councilmember Benavides inquired as to possibility of earmarking <br />residual funds for non-profit organizations. <br />MOTION: Continue consideration of matter to the May 6, 2013 City <br />Council Meeting. <br />MOTION: Tinajero SECOND: Sarmiento <br />CITY COUNCIL MINUTES 10 APRIL 15, 2013 <br />1 0B-10
