1 <br />CALIF RNIA <br />September 14, 1967 Please address replies to: <br />MEMO TO: City Council <br />FROM: City Manager - ,- <br />SUBJECT: COMMUNITY ANTENNA TELEVI ION <br />_ CLERK nr TK r "000_ <br />At your last meeting I furnished a copy of a report prepared inMmy ~�_..__r <br />office concerning some facts about the advantages and disadvantages of <br />a Community Antenna Television system. As you know, we have already <br />received contacts from two parties interested in obtaining a franchise <br />to operate in this City. If the Council wishes to proceed with this <br />matter, it is our recommendation to you that you authorize us to do the <br />following: <br />1. The preparation of bidding specifications and franchise documents <br />to include notice inviting offers and applications, instructions <br />to applicants, form of offer, form of corporate surety bond to the <br />City, form of corporate surety bond to subscribers, and form of <br />acceptance of CATV franchise. It is our intention to award a franchise <br />contract to the successful bidder based on the following factors: the <br />amount of franchise fee offered to the City, installation rates, rental <br />rates, quality of service, financial responsibility of applicant, and <br />experience of applicant. <br />2. The City Attorney should be directed to draft a specific ordinance <br />to enable the City to grant and control a franchise for the con- <br />struction of CATV facilities. <br />3. It will require approximately two months to complete the bidding <br />documents and the notice of advertising should also include a notice <br />sent to the California Community Television Association to increase <br />the possibility of obtaining a maximum number of applications for <br />this franchise. <br />4. It is our intention that the franchise should be made exclusive for <br />the first three years of operation to protect the large capital <br />investment required, and that the franchise then would be non - exclusive <br />for an additional period of seventeen years. Since this type of <br />facility probably will make use of existing lines used by the phone <br />company and electric utilities, it is our intention to consult with <br />these private utilities for their advise and guidance in the prepa- <br />ration of our bidding specifications. <br />Carl Thornton <br />City Manager <br />
