B. The City attests that no unilateral reduction in through lanes has <br />been made on any MPAH arterials during Fiscal Years 2011/2012 <br />and 2012/2013. <br />C. The City has adopted a uniform setback ordinance providing for the <br />preservation of rights-of-way-consistent with the MPAH arterial <br />highway classification. <br />D. The City has adopted provisions for the limitation of access to <br />arterial highways in order to protect the integrity of the system. <br />E. The City has adopted a Transportation System Improvement Area <br />(TSIA) Fee, which collects fees used to mitigate effects of new <br />development on transportation infrastructure. <br />Section 3.
