REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JUNE 3, 2013 <br />TITLE: <br />ORDINANCE AMENDING SECTIONS 2 -155 <br />AND 2 -157 OF THE MUNICIPAL CODE — <br />THE SUNSHINE ORDINANCE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1st Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Adopt an ordinance amending certain Municipal Code sections related to the Sunshine Ordinance <br />(sections 2 -155 and 2 -157) to improve functionality and maintain transparency. <br />DISCUSSION <br />In October, 2012, the City Council adopted a Sunshine Ordinance to ensure that the City operates <br />in an open and transparent manner. Although the City Council and staff are committed to the <br />principles incorporated into the Sunshine Ordinance, there are some recommended changes to <br />the provisions that are necessary in order to reflect effective operations. The proposed <br />amendment incorporates several changes to timelines contained in the provisions of the <br />ordinance: the date of the submittal and annual review of the City's five -year strategic plan, the <br />annual budget meeting dates, and the date for the monthly posting of the calendars of public <br />officials. <br />Five -year Strategic Plan <br />The City initiated a strategic planning project in June 2012 that was divided into two phases. The <br />first phase, which was to develop a set of priorities for the 2012 -13 fiscal year, was completed in <br />November 2012. The second phase, which is to develop a five -year strategic plan, was scheduled <br />to begin in January 2013 in order to be completed by June 2013 as prescribed in the Sunshine <br />Ordinance. However, due to a transition in City management, the initiation of this phase of the <br />project was delayed. <br />In April and May, 2013, a subcommittee of the City Council, together with department head and <br />City Manager Office representatives, met with the consultant facilitating the strategic plan process <br />to develop a revised schedule. The subcommittee determined that it is imperative for the new City <br />Manager to participate in the process of defining the City's strategic plan. As the current schedule <br />for the City Manager recruitment anticipates the arrival of the new manager in September, the <br />revised schedule provides for public input and a series of workshops that will culminate in the <br />consideration of the adoption of the plan by the City Council in November, 2013. <br />5OA -1 <br />
