RESOLUTION NO. 2013-026 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AFFIRMING CONSISTENCY BETWEEN THE <br />CIRCULATION ELEMENT OF THE CITY OF SANTA ANA <br />AND THE MASTER PLAN OF ARTERIAL HIGHWAYS AND <br />REAFFIRMING ADOPTION OF THE CITY'S TRAFFIC <br />MITIGATION FEE PROGRAM <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1: The City Council of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. The City of Santa Ana desires to maintain and improve the streets <br />within its jurisdiction, including those arterials contained in the <br />Master Plan of Arterial Highways (MPAH). <br />B. The City of Santa Ana has endorsed a definition of, and a process <br />for determining, consistency of the City's Traffic Circulation Plan <br />with the MPAH. <br />C. The City has adopted a General Plan Circulation Element which <br />does not preclude implementation of the MPAH within its <br />jurisdiction. <br />D. The City is required to adopt a resolution annually informing the <br />Orange County Transportation Authority (OCTA) that the City's <br />Circulation Element is in conformance with the MPAH and whether <br />any changes to any arterial highways of said Circulation Element <br />have been adopted by the City during Fiscal Years 2011/2012 and <br />2012/2013. <br />E. The City is required to send every year to the OCTA all <br />recommended changes to the City Circulation Element and the <br />MPAH for the purposes of re-qualifying for participation in the <br />Combined Transportation Funding Programs. <br />F. The City is required to adopt a resolution adopting or reaffirming the <br />City's traffic mitigation fee program. <br />Resolution No. 2013-026 <br />Page 1 of 3
