Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Select an alternate member to the Orange County Council of Governments. <br />DISCUSSION <br />The Mayor and City Council represent the City's interest in regional issues by serving on a <br />number of regional boards which make public policy decisions in the areas of transportation, <br />water resources, fire services, and government facilities. Currently, the City is represented at <br />Orange County Council of Governments (OCCOG) by Councilmember Martinez with no <br />alternate. An alternate is needed to continue to represent the interest of the City at meetings <br />when Councilmember Martinez is not able to attend. The regular meetings are held on the 4th <br />Thursday of every month from 10:30 a.m. to 12 noon. <br />OCCOG Background <br />OCCOG is a joint powers agency comprised of 39 dues-paying agencies in Orange County and <br />membership in OCCOG is voluntary. Originally established by 30 founding member agencies in <br />April 1996 but with roots going back as far as the 1970's under various names, member agencies <br />recognized the public interest, convenience, and necessity in creating a separate legal entity. <br />Known as the OCCOG, this organization was to establish a unified Orange County position in <br />performing its charge as an official subregion of SCAG, the federally designated Metropolitan <br />Planning Organization (MPO). <br />In July 2009, the Orange County Transportation Authority (OCTA) assumed the administrative <br />responsibilities and entered into a cooperative agreement for administrative services with <br />OCCOG. The member agencies of OCCOG include 33 Orange County cities, the County of <br />Orange, the Transportation Corridor Agencies, the Orange County Transportation Authority, the <br />Orange County Sanitation District and the Independent Special Districts of Orange County. <br />65A-1
