Establish a time and place for a public hearing to be held by the <br />City Council on July 1, 2013 to hear and consider all protests. <br /> <br /> <br />PROJECTS/CHANGE ORDERS <br /> <br />23A CONTRACT AWARD FOR WESTMINSTER AVENUE SEWER <br />IMPROVEMENTS (PROJECT 126605) - Public Works Agency <br /> <br /> <br />RECOMMENDED ACTIONS: <br /> <br />1. Award a contract to the lowest responsible bidder, Vasilj, Inc., in <br />accordance with the Base Bid, totaling $1,006,281.50 for the <br />construction of Westminster Avenue Sewer Improvements <br />Project. <br /> <br />2. Approve the Cost Analysis for a total estimated project delivery <br />cost of $1,286,219.50. <br /> <br />3.
