• Investigations <br />• Communication <br />Departmental 2-year Approach <br />• Increase patrol effectiveness by reassigning staff from the following <br />functions: <br />- Special Investigations Division <br />- Strike Force <br />- Main Place Mall Officer <br />- SAUSD Police Chief <br />- Safety Admin Personnel <br />• Filling 16 vacancies and adding 1 new position <br />- 9 Sworn <br />- 7 Non Sworn <br />- 1 Emergency Manager (new) <br />• No growth in personnel or services <br />• Will continue to address personnel and service cost increases by <br />modifying operational processes, improving efficiencies and through <br />effective employee negotiations <br />Return of furloughs was included in PowerPoint material, but not <br />discussed at meeting. <br />Services Provided <br />Response to emergency and non-emergency calls for service based <br />on priority (24/7) <br />Telephonic and on-line reporting for calls that do not require an <br />officer's presence (24/7) <br />Answering and dispatching emergency/non-emergency (24/7) <br />• Criminal and Traffic investigations (10 hour a day coverage with on-call <br />capabilities during the week and on weekends for critical incidents <br />such as homicides or fatal traffic collisions) <br />• Ancillary Specialized Units: SWAT and Mounted. Strike Force will be <br />assigned to patrol and specialized units will be activated to respond to <br />critical incidents related to civil unrest or barricaded/hostage situations. <br />Specialized units may also participate in grant funded operations. <br />Air support services - Funded through asset forfeiture (contract with <br />sheriff) <br />Homeland Security Program Participation - (3 officers and 2 <br />contractors funded by the UASI grant) <br />• Continue to provide full service Type II jail <br />• Community Policing Programs <br />1. PAAL Center (funded through grants, asset forfeiture, and <br />donations) <br />2. Parent Academy, Teen Academy, and Jr. COP <br />3. Volunteer and Chaplin Programs (funded by general fund) <br />4.
