Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute amendments to the agreements <br />with United Storm Water, Inc., and Ocean Blue Environmental Services, Inc., to provide storm <br />drain facility cleaning and spill response services, exercising the option to extend the term for a <br />one-year period, providing funding in the amount of $250,000 annually, and assigning authority to <br />the City Manager to exercise the three remaining one-year options to extend. <br />DISCUSSION <br />The City must provide storm drain facility cleaning and spill response services in order to remain <br />compliant with federal storm water regulations. The recommended action will allow the City to <br />continue seamless compliance through subsequent agreement terms. <br />The California Regional Water Quality Control Board enforces the Federal National Pollutant <br />Discharge Elimination System (NPDES) Stormwater Permit that regulates pollution from entering <br />the waters of the United States. Compliance with this NPDES permit and the Federal Clean Water <br />Act requires cleaning of all City-owned drainage facilities, and mitigation of all discharges of <br />pollutants (spills) that could contaminate the waters of the United States. <br />On June 4, 2012, the City Council awarded contracts to United Storm Water, Inc., and to Ocean <br />Blue Environmental Services, Inc., with provisions for four additional one-year terms. Both <br />contractors have performed well during the past contract period and provided very responsive <br />service to the City. Staff recommends exercising the option to extend the agreements for a one- <br />year term. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />25E-1
