Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an amendment to the agreement with <br />CPC POWERTEC, Inc., for a two-year term, subject to non-substantive changes approved by the City <br />Manager and City Attorney, for engineering and programming services, in an amount not to exceed <br />$60,000 per year. <br />DISCUSSION <br />The City's water production facilities are monitored and controlled by a state-of-the-art Supervisory <br />Control and Data Acquisition System. These engineering and programming services are necessary <br />to maintain control of 35 of the city's critical water system facilities including water pump stations, <br />sewer lift stations, wells, reservoirs, and valve stations. <br />To ensure uninterrupted operation of these critical facilities, City staff must oversee the programming, <br />repair, and replacement of the system components. These major components include switchgears, <br />motor control centers, programmable logic controllers, and main control panels. Programming and <br />troubleshooting of the software and hardware of the systems is highly specialized and requires <br />knowledge of proprietary third-party software. Due to the highly technical and complex nature of this <br />work, an outside consultant is required to assist staff with these activities. <br />On February 1, 2010, the City entered into an agreement with CPC POWERTEC, Inc., to provide <br />engineering and programming services. CPC POWERTEC, Inc., has done an excellent job in <br />providing highly skilled technical and complex engineering system programming services. A Request <br />for Proposals is being developed to provide transparency and oversight to the process of awarding <br />contracts for City services, and a significant amount of staff time will be required to prepare the highly <br />technical requirements and specifications for these services. In order to provide staff with sufficient <br />time to perform a comprehensive formal proposal process, select the most qualified engineering firm, <br />and execute new agreements, staff recommends that the agreement with CPC POWERTEC, Inc., be <br />amended for an additional two-year term. <br />25D-1
