HRCA No. 2013-02 <br />HRC No. 2013-02 <br />July 11, 2013 <br />Page 2 <br />Analysis of the Issues <br />The structure identified meets the minimum selection criteria for inclusion on the Santa Ana Register <br />of Historical Properties pursuant to criteria contained in Section 30-2 of the Santa Ana Municipal <br />Code. The first criterion for selection requires that structures be 50 or more years old. As detailed <br />in the following property description, the structure proposed for placement on the Register meets the <br />minimum age criterion. The analysis further indicates the criteria the property meets for <br />consideration of historic designation. No known code violations exist at this property. <br />2450 North Bonnie Brae -Berck-Gilbert House {HRCAIHRC Nos. 2013-02}. The Berck-Gilbert <br />House is a good example of period architecture and was built in 1951. It is an example of Ranch <br />style architecture and is in excellent condition. The first owners were Neil and Myrna Berck; <br />however, they sold the house the following year to Calvin and Helen Gilbert. Mr. Gilbert was a <br />founder of Gilbert and Stearns Electric, a long time Santa Ana business. Character defining <br />features of the Berck-Gilber# House that should be preserved include, but may not be limited to, <br />horizontal massing, all exterior materials, original windows where extant, front porch configuration. <br />It is recommended to be designated to the Santa Ana Register of Historical Properties and <br />categorized as "Contributive", and is a goad example of period architecture {Exhibit 2). <br />Public Notification <br />The subject site is located within the Floral Park neighborhood. The president of this Neighborhood <br />Association was notified by mail 10 days prior to this public hearing. No areas of concern were <br />identified by the Neighborhood Association president, nor was there a request that the applicant <br />present the project to a meeting of their members. <br />The project site was posted with a notice advertising this public hearing, a notice was published in <br />the Orange County Reporter and mailed notices were sent to ail property owners within 500 feet of <br />the project site. At the time of this printing, no correspondence, either written or electronic, had <br />been received from any members of the public. <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act, the recommended actions are exempt <br />from further review under Section 15331, Class 31, as these actions are designed to preserve <br />historic resources, Categorical Exemption 2012-21 will be filed for this project. <br />
