Adopt an ordinance approving Zoning Ordinance Amendment No. 2012-03 regulating alcohol <br />sales and entertainment. <br />2. Rescind Resolution 89-7 which delegated authority to the Zoning Administrator to act on <br />alcohol sales Conditional Use Permits. <br />DISCUSSION <br />Request of the Applicant <br />The City of Santa Ana is seeking to amend certain sections of the municipal code in order to <br />update its regulations governing the sale of alcoholic beverages, both in stores and in <br />restaurants, and to create new provisions for the regulation of live entertainment. <br />Staff Analysis <br />The City has a long history of providing for the orderly regulation of alcohol sales. In 1988 the <br />City adopted an ordinance requiring that all businesses selling alcoholic beverages apply for and <br />receive a Conditional Use Permit (CUP). This requirement applied to both off-sale licenses <br />(stores) and on-sale licenses (restaurants). This process was established in order to address two <br />significant areas of concern at that time: the proliferation of restaurants operating primarily as <br />bars and the proliferation of liquor stores. <br />EXHIBIT A <br />75A-7
