• will serve to improve site circulation and eliminate a potential <br />blind spot in the children's playground. Conditions of approval <br />have been imposed to ensure that the parking demand will <br />remain constant, ensuring ample supply. In addition, <br />testimony at the hearing from the seller, who will lease back <br />twenty-five percent (25%) of the building, was that it had <br />reached agreement with the adjacent property owner to park <br />on its property. If it were allowable for the parking study to <br />take this fact into account, it would support a much higher <br />reduction from the parking requirement than five (5) spaces. <br />2. That the granting of a minor exception will not substantially increase <br />difficulties of vehicle maneuverability or traffic congestion on the <br />project site. <br />The existing on-site parking will be sufficient to accommodate <br />the proposed child care use, despite the fact that it proposes <br />one additional space beyond that identified as optimal in the <br />parking study. Loss of one additional parking space will <br />provide the site with an improved circulation design that will <br />be maintained at all times. <br />F. In accordance with the California Environmental Quality Act, the recommended <br />• action is exempt from further review. Categorical Exemption Environmental <br />Review No. 2009-60 will be filed for this project. <br />Section 2. The Zoning Administrator of the City of Santa Ana hereby, <br />approves Minor Exception No. 2009-04 as conditioned in Exhibit A attached hereto and <br />incorporated herein. This decision is based upon the evidence submitted at the <br />abovesaid hearing, which includes but is not limited to: the Request for Zoning <br />Administrator Action dated July 22, 2009 and exhibits attached thereto; and the public <br />testimony, all of which are incorporated herein by this reference. <br />ADOPTED this 22nd day of Jam, 2009 <br />APPROVED AS TO FORM: <br />Joseph W.
