A. Proposers shall have at minimum of five (5) years recent experience operating a single public <br />pay parking lot or structure with a minimum of 400 parking spaces generating annual gross <br />parking revenue in excess of $350,000; and at least two (2) years experience in the last five (5) <br />years operating public pay parking lot(s) and /or structure(s) which generate annual gross <br />revenue in excess of $1,000,000. <br />B. Proposers shall have at least three (3) years continuous experience during the past five (5) years <br />in the operation and management of a public pay, multi -level parking structure which was open <br />at least 10 hours per day, five days or more per week. <br />C. Proposers key personnel must have a minimum of ten (10) years of experience as described in <br />the Attachment A — Scope of Work <br />D. Proposer must have an office location(s) within Orange County, CA. <br />XVII. SUBMITTAL REQUIREMENTS <br />The RFP is intended to assess and evaluate each firm's capabilities as they apply to the proposed <br />project. Each firm must address each of the following items in its response to the RFP. <br />A. Statement of Qualifications - In order to maintain uniformity, the Statement of Qualifications must <br />be limited to a MAXIMUM of 25 PAGES (excluding front and back covers). The page limitation <br />includes all appendixes, attachments and supplemental information. The following information is <br />required: <br />Cover Letter: A letter signed by a principal or authorized representative who can make legally <br />binding commitments for the entity. <br />Firm and Personnel Experience: A profile of the firm's experience, personnel and history relating <br />to the scope of work identified in Exhibit A. Include project description, year performed /completed <br />and client name with contact information including their telephone number. The Project <br />Manager /Principal Agent's contact information (e.g. Operation /Field Supervisor) for the proposed <br />work shall be identified and associates in- charge when Project Manger /Principal Agent is absent <br />as well as that of other key personnel. An organization chart identifying only those who will <br />perform work for the proposed project and their brief resume (if applicable). The Project <br />Manager /Principal Agent shall be the primary contact person to represent your firm and will be the <br />person to conduct the presentation, if invited for an interview. <br />3. Plans: Submit a narrative description for the following. <br />a. Management Plan: <br />i. The proposed management of the facilities including but not limited to staffing, <br />accounting and logistics. <br />ii. Projected pro forma. <br />iii. Detailed revenue control procedures. <br />b. Operations Plan: <br />i. Describe in detail the proposed operations plan of facilities including but not <br />limited to general operations, maintenance, security and staffing. <br />c. Transition and Implementation Plan: <br />i. Describe the steps to be taken to transition into the facilities and begin operations. <br />Include a time implementation schedule for the transition plan. <br />d.
