• Expand training opportunity for all populations, especially those in particular need, <br />such as low income, displaced workers, military veterans, youth, disabled and <br />formerly incarcerated persons, utilizing the career ladder model of access and <br />education. <br />• Develop more educational pathways into the Latino community in both English and <br />Spanish, to enhance their opportunities for job acquisition and growth. <br />• Continue skill gap analysis to keep abreast of training needs. <br />• Broaden the types of training available for both job entry and job advancement, <br />including in- school and on- the -job types. <br />• Measure the results of public and private training programs in terms of aptness, job <br />placement, and career enhancement. <br />• Extend support services for all population segments, including in- school and out -of- <br />school youth and adults, including social safety net, housing, transportation, and <br />other job - related activities. <br />• Do not neglect those already employed yet seeking more responsible positions. <br />Make certain that they are aided through career enhancement training. <br />Summary: How the Vision, Strategies, and Workforce Analysis Meet <br />State Plan Standards <br />• Santa Ana's plan meets the mandatory Planning Requirements in UI Code 14200 and <br />SB 698 <br />• The Plan is data and evidence driven. It rests on the particulars of Santa Ana's <br />population, labor force analysis and skill -gaps, and the WIB's performance to date. It is <br />a solid practical plan embracing not only what has worked and can work for the City, not <br />a series of hopes for change. <br />• The Plan has been derived from broad scale community participation., both inside and <br />outside of the WIB itself, including meetings, submitted agency and other plans, and <br />private interviews with key WIB members. <br />• The plan is comprehensive, embracing all populations and needs, including special <br />needs groups identified in the State WIB and Governor's plans. <br />• The plan is forward looking, in terms of industries to be served, and potential workers <br />to be trained, as suggested in the labor force analysis and the demographic analysis. <br />• The plan is strategic, based on an evolution of current programs and the evolution of <br />nevv ones as appropriate. <br />25 <br />19F -30 <br />
