STANDARD 3 ADULT STRATEGIES <br />Introduction and Overview <br />This Section addresses the State Standards below. The local board should: <br />• Coordinate its pre- apprenticeship and apprenticeship programs with Department of <br />Labor Employment Training Administration (DOL) and /or approved California <br />Department of Industrial Relations Division of Apprenticeship Standards (CDIR). <br />• Prioritize training for occupation in priority industries, resulting in attainment of degrees <br />and /or other credentials used by priority sector employers. <br />• Emphasize career pathways as frameworks for viable skill development <br />• Partner with stakeholders to identify funding to support improved skills, degrees, and <br />training that results in certification and employment <br />In meeting the standards to date, Santa Ana has driven all programs through the WORK Center <br />one -stop program and an extensive local and regional network of collaborators. In order to <br />continue that tradition and meet the State Standards in an evolving business and jobs <br />environment, Santa Ana must constantly re- imagine and re -craft its adult programs to increase <br />the availability of training options and opportunities for adults, expand its educational and <br />other partnerships, and sharpen the relevance of its training strategies and content. <br />This section opens with a listing of strategic goals specifically oriented to the adult learning <br />population. It discusses career pathway strategies as the core element in enhancing <br />opportunity for job seekers and those currently employed. It then addresses how these <br />strategies bring a wide network of collaborating agencies and regional support systems into <br />play to implement the strategies in service of the needs of local industries and regional clusters. <br />Essential Adult Strategies Based on DOL and State Standards Plus <br />Local Needs <br />The critical strategies for developing an ongoing program for adult learners include the <br />following: <br />• Use the career pathway /career ladder process and tools throughout as the model for <br />adult training. <br />Insure a variety of program entry points, locations, duration and depth of classes, and <br />classroom and job settings in order to accommodate the economic circumstances and <br />short and longer term needs of the client base. <br />34 <br />19F -41 <br />
