G. The proposed revisions will add operational standards, such as minimum <br />lighting and security guards, while deleting outdated requirements, such <br />as patron registration. The proposed revisions to Chapter 11 will address <br />all live entertainment venues throughout the City and will rename the <br />Dance Permit to the Entertainment Permit. The Entertainment Permit <br />would require the permitting of any venue having live entertainment on a <br />regular basis. The proposed revisions would establish five entertainment <br />categories each specifying mandatory criteria and operational standards, <br />such as requiring minimum police officer and security staffing, attendee <br />identification scanning and a security plan. <br />H. The changes to Chapter 11 will require all entertainment venues within the <br />City that are currently conducting entertainment to obtain an <br />Entertainment Permit. Existing uses will be given a one-year grace period <br />in order to obtain the permit. <br />The changes will create a consistent set of regulations for all <br />entertainment venues within the City. <br />J. The Request for Council Action for this ordinance dated July 15, 2013, <br />shall by this reference be incorporated herein, and together with this <br />ordinance, any amendments or supplements and the oral testimony before <br />the City Council at this meeting, shall additionally constitute the necessary <br />findings for this ordinance. <br />K. All provisions of the Santa Ana Municipal Code which are repeated herein <br />are repeated solely in order to comply with the provisions of Section 418 <br />of the City Charter. Any such restatement of existing provisions of the <br />Code is not intended, nor shall it be interpreted, as constituting a new <br />action or decision of the City Council, but rather such provisions are <br />repeated for tracking purposes only in conformance with the Charter. <br />Section 2. Pursuant to the California Environmental Quality Act ("CEQA") and <br />the State CEQA Guidelines, the adoption of this ordinance is exempt from CEQA review <br />pursuant to 14 California Code of Regulations section 15061(b)(3), and a Notice of <br />Exemption will be filed upon adoption of this ordinance. <br />Section 3.
