Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the City Manager and Clerk of the Council to execute the attached Amendment to <br />Consultant Agreement with Rosenow Spevacek Group, Inc. to increase the compensation by an <br />additional amount of $50,000, for a total aggregate amount not to exceed $75,000, subject to <br />non-substantive changes approved by the Executive Director and City Attorney. <br />DISCUSSION <br />On March 1, 2011, the City entered into a Consultant Agreement with Rosenow Spevacek Group, <br />Inc. (RSG) having special skills and knowledge in the field of development consulting services <br />and project management for $25,000, per City Manager contracting authority. To date, <br />approximately $15,000 is remaining on the contract. Staff is requesting City Council approval to <br />increase the contract amount to $75,000 to assist with ongoing City projects and programs due to <br />staffing constraints. <br />As the City continues to move forward with its development activities, it is critical that adequate <br />staffing be available to support this effort. With loss of staff with expertise in development/project <br />management over the last two years, there is a need to fill that void at least temporarily with <br />consultant services so the City can continue its momentum in implementing vital projects and <br />programs. RSG has played a valuable role over approximately the last month assisting under an <br />existing contract with such projects as the YMCA and Third and Broadway Garage Request for <br />Proposals. Work on these projects is anticipated to continue with additional support needed for <br />other projects and activities. <br />The amended agreement incorporates changes to the scope, updates to the fee schedule, and <br />an increase in the total contract amount. The Scope of Work is being modified to remove <br />unnecessary services and instead focus on: project advisory services, assistance with <br />implementation of City programs and projects, review of development opportunities, and <br />25E-1
