DA No. 2012-01 <br />July 8, 2013 <br />Page 3 <br />Genesis Real Estate Group is an experienced land development company who have constructed a <br />wide range of quality residential projects throughout the country. A brochure detailing their project <br />experience is included as an attachment to this staff report (Exhibit 6). Staff recommends approval of <br />the amendment and assignment of the Development Agreement (Exhibit 7). <br />Public Notification <br />The project site is located adjacent to the boundaries of the Sandpointe Neighborhood Association. <br />The president of the neighborhood association was notified by mail 10 days prior to this public <br />hearing. Further, the site was posted with a notice advertising this public hearing, a notice was <br />published in the Orange County Reporter and mailed notices were sent to all property owners within <br />500 feet of the project site, as well as concerned citizens listed on the Permanent Notification List. At <br />the time of this printing, no correspondence, either written or electronic, had been received from the <br />neighborhood presidents or any members of the public. <br />CEQA Compliance <br />A Mitigated Negative Declaration (MND) was prepared for The Met development and adopted in <br />January of 2012. The project proposed development of a 284-unit multi-family apartment complex on <br />approximately 3.1 acres located at 200 East First American Way. An approximately 0.6-acre portion of <br />the site located on the northeast corner was identified to remain undeveloped and vacant. As part of <br />the final deliberations on the project, the City Council approved modifications to the site plan which <br />increased the size of the vacant area to 0.82 acres and shifted its location to the southeast corner of <br />the project site. The project changes did not alter the findings of the original MND, but an addendum <br />has been prepared in order to memorialize these changes and conform the MND to the project <br />approved in the Development Agreement. Staff recommends the approval and adoption of an <br />addendum to the Mitigated Negative Declaration and Mitigation Monitoring Program, Environmental <br />Review No. 2011-46 (Exhibit 8). <br />75B-5 <br />orvy l 1 <br />sktrepotls1DA1201 Mod.010813. pc
