Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Direct and authorize the Mayor and the Clerk of the Council to execute an employment <br />agreement appointing David Cavazos as the City Manager for the City of Santa Ana. <br />DISCUSSION <br />The Santa Ana City Charter Section 500 authorizes the City Council to appoint a City Manager. <br />The City Manager is the chief administrative officer of the City who, under the direction of the City <br />Council, is responsible for the proper administration of all affairs of the City. <br />Mr. Cavazos is currently the City Manager for the City of Phoenix, Arizona, a position he has held <br />since 2009. In that capacity, he oversees an organization with 15,000 employees, 26 <br />departments and an annual operating budget of $3.5 billion. Prior to being appointed City <br />Manager, Mr. Cavazos served as Deputy City Manager for the City of Phoenix from 2005 through <br />2009. He also served as the Aviation Director for the City of Phoenix where he oversaw three <br />airports, including the Phoenix Sky Harbor International Airport, Arizona's largest and busiest <br />airport, and the largest commercial airport in the American Southwest. Mr. Cavazos obtained his <br />Master of Science in Management and Public Policy from Carnegie Mellon University in <br />Pittsburg, PA and his Bachelor of Arts in Political Science from Western Illinois University. He is <br />a member of the International City/County Management Association and is fluent in Spanish. <br />Staff recommends that the Council approve the proposed Employment Agreement and <br />appoint Mr. Cavazos as City Manager. (See Exhibit A) The term of this Agreement is three <br />years and automatically renews absent Council action to the contrary. The Agreement provides <br />for an annual salary of $315,000 and other benefits as detailed in the Agreement. The <br />estimated first year cost of the Agreement is $558,625 with an estimated cost of $515,395 in year <br />two and $515,895 in year three.
