FOR ANIMAL LICENSE FEE <br />COLLECTION PROGRAM <br />CI MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />El Ordinance on 2n1 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an agreement with Civic <br />Collections, Inc. for collection of new and delinquent dog license fees and penalties, for a two <br />year period with an option to renew up to three additional two -year periods, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Finance and Management Services Agency (FMSA) is responsible for the processing of <br />applications and fees for dog licenses. The State Health and Safety Code (Sections 121575- <br />121710) require local agencies implement a program that provides for the control of rabies. The <br />collection of dog license fees is provided for this effort. <br />Community field inspection and collection efforts are a critical component of the dog licensing <br />program. The field inspections and collections program was previously administered by Santa <br />Ana Police Department Animal Control Unit which was not proven to be effective. As such, the <br />City is reverting to the original structure of FMSA administering the field inspection and collection <br />efforts to achieve a higher rate of revenue recovery. <br />In 2012 the Police Department and FMSA released a request for proposal in which CCI was the <br />sole responder. Staff recommends entering into an agreement with CCI to perform field <br />inspection and collection of dog licenses. The Police Department and FMSA will continue to <br />analyze the feasibility of acquiring said services through the County of Orange. As such, the <br />agreement provides for discontinuation of field inspection and collection services immediately for <br />cause or without cause with 30 days written notice. CCI will be compensated in the amount of <br />fifty percent for each dog license fee collected, fifty cents for each new dog license sold, and fifty <br />cents for each rabies vaccination certificate issued. CCI is projected to generate $200,000 in <br />revenues to the City. <br />25C -1 <br />
