A brochure detailing their project experience is included as an attachment to this staff report (Exhibit 6). Staff recommends approval of the amendment and assignment of the Development Agreement (Exhibit 7). Public Notification The project site is located adjacent to the boundaries of the Sandpointe Neighborhood Association. The president of the neighborhood association was notified by mail 10 days prior to this public hearing. Further, the site was posted with a notice advertising this public hearing, a notice was published in the Orange County Reporter and mailed notices were sent to all property owners within 500 feet of the project site, as well as concerned citizens listed on the Permanent Notification List. At the time of this printing, no correspondence, either written or electronic, had been received from the neighborhood presidents or any members of the public. CEQA Compliance A Mitigated Negative Declaration (MND) was prepared for The Met development and adopted in January of 2012. The project proposed development of a 284 -unit multi - family apartment complex on approximately 3.1 acres located at 200 East First American Way. An approximately 0.6 -acre portion of the site located on the northeast corner was identified to remain undeveloped and vacant. As part of the final deliberations on the project, the City Council approved modifications to the site plan which increased the size of the vacant area to 0.82 acres and shifted its location to the southeast corner of the project site. The project changes did not alter the findings of the original MND, but an addendum has been prepared in order to memorialize these changes and conform the MND to the project approved in the Development Agreement.
