3. The train -the -trainer course is aimed at building a strong cadre of local instructors who <br />can provide active shooter training at their local jurisdiction or work collaboratively with <br />other trainers to put on regional training for law enforcement personnel in Orange <br />County. This course can be incorporated into the three-day training and one -day training <br />courses in order for trainers to get hands on experience in teaching the tactical model and <br />facilitate training from start to finish. This course will train up to 20public safety <br />personnel before December 31, 2013. <br />This comprehensive training program will better equip public safety personnel with the skills they <br />need to respond to an active shooter event. In addition, the program will train local instructors in <br />order to build a training cadre who can continue training additional personnel and maintain <br />perishable skills. <br />1.3 TACTICAL MODEL <br />The Proposer shall provide an approved DHS curriculum that follows this tactical model. <br />Through this proven tactical model public safety personnel will be able to take immediate action <br />to protect victims and bystanders while quickly locating, isolating, and eliminating the active <br />shooter threat(s). <br />This tactical model utilizes the following TTPs: <br />• Double or single stack formations - dependent on hallway space/configuration. <br />• Cross coverage - maximize target acquisition and minimize threat angles. <br />• Blocking - ensure safe entry into rooms or past thresholds by eliminating opposing threat <br />angles. <br />• Room entries - depth and width, limited depth and width, and strong wall entry <br />techniques. <br />• Open area movement - crossing potential threat areas when advancing on a building or <br />moving between buildings. <br />• Rear security and exiting buildings - survival in the 360 degree threat environment. <br />This training must be predominantly hands on - preparing students to take action with limited <br />assets in an active shooter environment; students must be able to operate in one, two, three, and <br />four officer elements. The training must create a high intensity, high stress realistic atmosphere <br />where public safety personnel must respond to varying situations with varying levels of support <br />(number of public safety personnel immediately available and patrol based weapons systems). <br />The students must be able to respond to both known shooter locations as well as determine an <br />unknown shooter's location, and effectively handle single shooter and multiple shooter <br />environments. <br />For the three-day training the Proposer shall provide a half day of live fire range training. This <br />training will include: <br />• Instruction in the Principles and Fundamentals of pistol marksmanship <br />• Instructor explained and demonstrated drills for the following: <br />o Handgun drills starting with static shooting for accuracy to drills ultimately <br />culminating in shooting while moving in width and depth. <br />o Carbine drills starting with static accuracy, use of iron sights and reflex sights, <br />culminating with shooting while moving in width and depth. <br />• All drills will be designed to support techniques taught during the entry portion of the <br />course. <br />
