Relationship of HOPWA Funds to Goals & Objectives <br /> During the 2012-2013 report period the City of Santa Ana continued its efforts to implement <br /> strategies to address the housing and supportive service needs of individuals living with HIV/AIDS <br /> on a regional basis. As outlined in the Consolidated Plan, goals and objectives for HOPWA <br /> resources are established via a countywide assessment process sustained b Orange County HIV <br /> Planning Council and managed by the City.
