<br /> <br /> Agreements with Powerlux Corporation and SCE <br /> to Provide and Fund Post Top LED Streetlights <br /> September 3, 2013 <br /> Page 2 <br /> <br /> <br /> has been used successfully on previous projects with projected paybacks of five years. A five-year <br /> payback period is also projected for this new streetlight project. <br /> <br /> On March 5, 2013, a Request for Proposals was posted on the City's website: <br /> <br /> 6 Proposals received <br /> 0 Proposals received from Santa Ana vendors' <br /> <br /> LED streetlights are a specialized industry. There are no qualified firms in Santa <br /> Ana producing or installing LED streetlights. <br /> <br /> One of the six proposals received was deemed nonresponsive. Five proposals met the eligibility <br /> criteria for OBF. Two lamp fixtures from each of the five responsive firms were installed and tested <br /> by City staff. The proposal evaluations were based on three factors: the ability of proposed <br /> fixtures to perform as specified; the proposer's experience, ability to perform, and past <br /> performance on similar projects; and the proposal base price. The final ranking is as follows: <br /> <br /> Rank Proposer Fixture Base Price Final Score <br /> <br /> 1 Powerlux Powerlux $124,598 108.5 <br /> 2 Siemans Sylvania $160,120 84.3 <br /> <br /> 3 California Professional Engineering Relume $191,160 70.6 <br /> 4 Lighting Technology Services Relume $230,720 58.2 <br /> 5 Pacific Winds Building King $253,248 53.3 <br /> <br /> Based on the project cost of $124,598, SCE will provide $19,589 in energy efficiency incentives <br /> and $105,009 will be financed through the OBF Program. The financing and incentives have been <br /> rounded to $125,000 which matches the incentive maximum. The Installation of these LED <br /> streetlights will reduce the City's annual energy costs by approximately $24,725. <br /> <br /> The "Maria" fixtures proposed by Powerlux Corporation - the top-rated firm - produced an <br /> average energy savings of 69 percent compared to existing high-pressure sodium lamps. The <br /> Powerlux fixtures also provide more visible light than conventional streetlights and are expected to <br /> have a useful life of over 15 years. <br /> <br /> ENVIRONMENTAL IMPACT <br /> <br /> Installation of the LED streetlights will reduce the city's carbon footprint by approximately 125 <br /> metric tons of CO2. This reduction is the equivalent of removing 26.1 passenger vehicles from the <br /> road. <br /> <br /> <br /> <br /> <br /> <br /> 20E-2 <br />
