Set Public Hearing For <br /> CONTINUED TO <br /> FILE NUMBER <br /> I Y ANAGER <br /> <br /> <br /> RECOMMENDED ACTION <br /> <br /> Award a contract to Wondries Fleet Group, under the Cooperative Purchase Provision of the <br /> County of Los Angeles, for the purchase of two Police patrol vehicles in the amount of $59,000, <br /> subject to non-substantive changes approved by the City Manager and City Attorney. <br /> <br /> DISCUSSION <br /> <br /> The City of Santa Ana Police Department operates 104 Ford Crown Victoria sedans of which 93 <br /> are utilized in patrol. City patrol vehicles operate a minimum of 8 to 12 hours per day often on <br /> double shifts and under high stress conditions. Given the extensive use of these vehicles, the <br /> Finance and Management Services Agency Fleet Maintenance Division adopted an equipment <br /> replacement schedule of 80,000 miles or four years of service. <br /> <br /> Historically, the Ford Crown Victoria has been the Police Department's model of choice for patrol <br /> cars. Since Ford phased out production of the Crown Victoria in 2012, the Police Department in <br /> coordination with the Fleet Maintenance Division evaluated alternative replacement vehicles. As <br /> part of the evaluation process, staff has recommended the purchase and field testing one Ford <br /> Interceptor sedan and one Ford Utility Police Interceptor. <br /> These two new vehicles will replace a 2006 Dodge Magnum and a 2008 Ford Crown Victoria <br /> which have reached their end of lifecycle. In addition, the new vehicles will conform to the City's <br /> five-year Alternative Energy Plan to convert 85 percent of the City fleet to alternative energy such <br /> as biodiesel and ethanol (E-85) to reduce City's carbon footprint and greenhouse gas emissions <br /> within the community. E-85 is a fuel blend consisting of 85 percent ethanol and 15 percent <br /> gasoline resulting in a ten percent savings over the purchase of gasoline. As outlined in the plan, <br /> new patrol cars will be flex-fuel vehicles with the ability to run on either gasoline or E-85, or a <br /> combination of both. <br /> <br /> Santa Ana Ordinance No. NS-2312 authorizes the City to purchase against contracts from any <br /> public agency utilizing a competitive bid process. The Los Angeles County Sheriff contract with <br /> Wondries Fleet Group for Sheriff vehicles was awarded as a result of open, competitive bidding, <br /> and meets City's requirements. <br /> 22B-1 <br />
