Direct the City Attorney to prepare and the City Manager and Clerk of the Council to execute <br />the following agreements, subject to nonsubstantive changes approved by the City Manager <br />and City Attorney: <br />a) Powerlux Corporation to provide 354 LED Post Top Streetlights for an amount not to <br />exceed $125,000. <br />b) Southern California Edison to provide no -cost funding through On -Bill Financing for the LED <br />streetlights. <br />2. Approve an appropriation adjustment recognizing $125,000 in funding from Southern California <br />Edison into the Energy Conservation revenue account and appropriating the same amount to <br />the Energy Conservation expenditure account for the installation of LED streetlights. <br />DISCUSSION <br />The recommended action will allow the City to install light- emitting diode (LED) Post Top <br />Streetlights at several locations. Southern California Edison (SCE) is providing zero- percent- <br />interest funding for these improvements through the On -Bill Financing (OBF) Program. <br />Staff has had success with energy efficiency LED street lighting projects. In August 2011, the City <br />Council awarded a pilot contract to install 253 LED streetlights on Main Street and Edinger <br />Avenue. Then, in January 2012, City Council awarded another project involving the replacement <br />of 1,123 LED lamps at traffic - signalized intersections. <br />Staff has identified a new project to replace aging, inefficient Post Top streetlights at several <br />locations. Financing for this project is being handled through the SCE OBF Program. The OBF <br />Program provides zero - percent- interest financing for approved energy- reduction projects. The <br />funds are repaid using energy bill savings over a short payback period. This financing mechanism <br />20E -1 <br />
