NO. 13 -040) <br />ER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on I"Reading <br />❑ Ordinance on 2n'Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Wondries Fleet Group, under the Cooperative Purchase Provision of the <br />County of Los Angeles, for the purchase of two Police patrol vehicles in the amount of $59,000, <br />subject to non- substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The City of Santa Ana Police Department operates 104 Ford Crown Victoria sedans of which 93 <br />are utilized in patrol. City patrol vehicles operate a minimum of 8 to 12 hours per day often on <br />double shifts and under high stress conditions. Given the extensive use of these vehicles, the <br />Finance and Management Services Agency Fleet Maintenance Division adopted an equipment <br />replacement schedule of 80,000 miles or four years of service. <br />Historically, the Ford Crown Victoria has been the Police Department's model of choice for patrol <br />cars. Since Ford phased out production of the Crown Victoria in 2012, the Police Department in <br />coordination with the Fleet Maintenance Division evaluated alternative replacement vehicles. As <br />part of the evaluation process, staff has recommended the purchase and field testing one Ford <br />Interceptor sedan and one Ford Utility Police Interceptor. <br />These two new vehicles will replace a 2006 Dodge Magnum and a 2008 Ford Crown Victoria <br />which have reached their end of lifecycle. In addition, the new vehicles will conform to the City's <br />five -year Alternative Energy Plan to convert 85 percent of the City fleet to alternative energy such <br />as biodiesel and ethanol (E -85) to reduce City's carbon footprint and greenhouse gas emissions <br />within the community. E -85 is a fuel blend consisting of 85 percent ethanol and 15 percent <br />gasoline resulting in a ten percent savings over the purchase of gasoline. As outlined in the plan, <br />new patrol cars will be flex -fuel vehicles with the ability to run on either gasoline or E -85, or a <br />combination of both. <br />Santa Ana Ordinance No. NS -2312 authorizes the City to purchase against contracts from any <br />public agency utilizing a competitive bid process. The Los Angeles County Sheriff contract with <br />Wondries Fleet Group for Sheriff vehicles was awarded as a result of open, competitive bidding, <br />and meets City's requirements. <br />22B -1 <br />
