The Housing Authority pays the difference between the tenant's portion and the <br />contract rent. This payment <br />is the Housing Assistance Payment (HAP). <br />The average HAP for January through March 2013 was $891. <br />Production <br />HQS Inspections <br />Each assisted unit must be <br />inspected at least annually to <br />ensure it meets the Housing <br />Quality Standards (HQS) in <br />compliance with federal <br />guidelines. From October to <br />December, a total of 645 <br />inspections and re-inspections <br />of failed units were performed. <br />Chart 7 illustrates the number of <br />inspections performed monthly <br />since January 2013. <br />Re-certifications / Interims <br />Each year, the Housing Authority <br />must re-certify each participating <br />family to ensure compliance with <br />program eligibility. In addition, <br />when a participant's income <br />changes; an interim examination <br />must be performed. During the <br />reporting period, a total of 745 <br />recertifications/interims were con- <br />ducted. Monthly totals since <br />October 2012 are shown in Chart <br />8. <br />7.
