Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an amendment to the agreement <br />with Edward K. Aghjayan, subject to nonsubstantive changes approved by the City Manager and <br />City Attorney, for energy consulting services, in an amount not to exceed $75,000. <br />DISCUSSION <br />This recommended action will allow the City to continue to benefit from opportunities for energy <br />efficiency and the resulting cost reductions. Since 2008, the City has participated in an Energy <br />Leader Partnership (Partnership) with Southern California Edison to bring energy efficiency <br />programs to Santa Ana residents, businesses, and City facilities. The current Partnership cycle <br />continues through 2014 and a future cycle beyond 2014 is in development. Edward K. Aghjayan, <br />an energy consultant with experience in managing several energy programs, has been valuable <br />in identifying partnership opportunities and community programs, including the development of <br />energy efficiency kits delivered to 75,000 single-family, multifamily, and mobile home residences; <br />implementation of the Small Business Direct Install Program provided to 198 businesses in the <br />Federal Empowerment Zone; and delivery of the Nonresidential Direct Install Program to over <br />3,200 businesses. <br />In January 2012, the City Council approved a $35,000 agreement that provided for Mr. <br />Aghjayan's services to the Partnership and in support of other Public Works Agency energy and <br />sustainability projects through June 30, 2013. Staff recommends approval of an amendment to <br />this agreement to allow for continued assistance in the development and implementation of <br />energy efficiency programs and to address various energy-related issues. The amendment <br />extends the term to June 30, 2016, and increases the total compensation to $110,000. <br />25C-1
