City of Santa Ana <br />Environmental Checklist <br />The project vicinity is developed and has public views that are generally limited to the South <br />Sullivan street corridor. Public viewers of the project site include motorists, pedestrians, and <br />bicyclists along area roadways. <br />Given the flat topography and the density of the built environment in the vicinity of the proposed <br />project, the uses directly adjacent to the project site have the most prominent views of the project <br />site. The one-story residential uses east and adjacent to the project site have direct views of the <br />project site that are largely hindered by the existing landscaping and six-foot wall. The views from <br />the two-story residences to the north are limited to views from the second story window of three <br />residences. The remainder of views from the uses adjacent to the north and south of the site are <br />obstructed by the existing landscaping and six-foot walls separating the uses. The multi-family, <br />residential land uses to the west of South Sullivan Avenue are largely faced inward, and are not <br />oriented toward the project site. <br />Would the project: <br />a. Have a substantial adverse effect on a scenic vista? <br />Less-than-Significant Impact. The proposed project would not have an adverse effect on a scenic <br />vista. Scenic vistas are views that are generally greater than one mile from a receptor and consist of <br />horizon-line views. As described above, the project site is in an urban developed area where <br />distance views are limited to the South Sullivan Street corridor, which is not considered a scenic <br />vista. The proposed two-story building would be 35 feet high and its towers would be up to 48-feet <br />high. The appearance of the building height and scale is visually scaled into the surrounding two- <br />story residential uses by using roofs of varying heights on the proposed structures, and by utilizing <br />tall landscaping such as palm trees. The project site is mid-block and the proposed structures would <br />not impede upon the existing street view corridor along South Sullivan Street. As a result, <br />implementation of the project will not have a substantial adverse effect on a scenic vista, and <br />impacts are less than significant. <br />b. Substantially damage scenic resources, Including, but not limited to trees, rock outcroppings <br />and historic buildings along a scenic highway? <br />No Impact. There are no officially designated state scenic highways in the vicinity of the proposed <br />project (Caltrans 2011). The only officially designated scenic highway within Orange County is a <br />portion of SR-91. Eligible State Scenic Highways within the County include: SR-1, SR-74, portions of <br />SR-91, and a portion of SR-57, none of which is in the vicinity of the project site. Likewise, there are <br />no County-designated scenic highways that run through the City of Santa Ana. <br />Additionally, as described in V.a below (Cultural Resources), there are no historic resources located <br />on the project site. Further, the proposed project site is relatively flat and surrounded by an urban <br />environment. There are no other scenic resources, including trees and rock outcroppings, within or <br />adjacent to the project area. Therefore, there are no potential impacts related to scenic resources <br />within a state scenic highway, and no mitigation is required. <br />C, Substantially degrade the existing visual character, or quality of the site and its surroundings? <br />Less-than-Significant Impact, The proposed project would alter the existing visual character of the <br />site. In terms of character, the site vicinity is best described as urban and developed. As described <br />above and shown on Figure 2.3, the site consists of various residential building structures originally <br />developed between 1927 and 1962.
