Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />1. Approve a substantial amendment to the Neighborhood Stabilization Program 2 application <br />to add redevelopment activity and allow incomes up to 60 percent Area Median Income, and <br />authorize its submittal to the U.S. Department of Housing and Urban Development. <br />2. Approve a substantial amendment to the 2013-14 Annual Action Plan revising the <br />Neighborhood Stabilization Program 3 to add redevelopment activity, and authorize its <br />submittal to the U.S. Department of Housing and Urban Development. <br />3. Authorize the Interim City Manager and the Clerk of the Council to execute a loan <br />agreement with 815 N Harbor, LP in the amount of $2,000,000 subject to non-substantive <br />changes approved by the Interim Executive Director of Community Development and City <br />Attorney. <br />HOUSING AUTHORITY ACTION <br />Authorize the Executive Director of the Housing Authority or designee, contingent upon approval <br />by the U.S. Department of Housing and Urban Development, to complete and execute the Project- <br />Based Vouchers (PBV) Agreement to Enter into Housing Assistance Payments Contract and, after <br />construction of the 815 N. Harbor project, to complete and execute the PBV Housing Assistance <br />Payment Contract between the Housing Authority of the City of Santa Ana and 815 N Harbor, LP <br />for up to eight PBV's, and other necessary documents, for the implementation of project-based <br />vouchers of the 815 N. Harbor project. <br />80A-1
