EXHIBIT 1 <br />CITY OF SANTA ANA <br />NSP 2 SUBSTANTIAL AMENDMENT SUBMISSION <br />RATING FACTOR 1: <br />NEED/EXTENT OF THE PROBLEM <br />(a) Target Geography <br />Substantial Amendment does not change the substance of the original application. <br />(b) Market Conditions and Demand Factors <br />Substantial Amendment does not change the substance of the original application. <br />RATING FACTOR 2: <br />DEMONSTRATED CAPACITY AND RELEVANT ORGANIZATIONAL STAFF <br />(a) Past Experience of the Applicant <br />Substantial Amendment does not change the substance of the original application. <br />(b) Management Structure <br />Substantial Amendment does not change the substance of the original application. <br />RATING FACTOR 3: <br />SOUNDNESS OF APPROACH <br />(a) Proposed Activities <br />(1) The City of Santa Ana is amending the proposed activities of NSP 2 funds to include the <br />eligible activities under the eligible use E - Redevelop demolished or vacant properties as <br />housing. With this substantial amendment, the City will re-allocate NSP 2 funds from <br />Program 2 - Acquisition, Rehabilitation and Resale of Single Family Residences to a new <br />Activity under Program 5 - Redevelop demolished or vacant properties as housing up to <br />50% AMI and Program 6 - Redevelop demolished or vacant properties as housing up to 60% <br />AMI. The new proposed activity under programs 5 and 6, will allow the City to successfully <br />implement and exceed its target goal of 100 units with NSP 2 funds. The new proposed <br />activity will address the cost burden and overpayment on many renters in the city of Santa <br />Ana, as discussed in the original application's Rating Factor 1 (Need/Extent of the Problem). <br />80A-6
