REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 16, 2013 <br />TITLE: <br />APPROPRIATION ADJUSTMENT <br />ACCEPTING REAL ESTATE FRAUD <br />TRUST FUNDING <br />C16Y ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an appropriation adjustment recognizing Orange County Real Estate Fraud Trust funds of <br />$50,000 in the Police Special Revenue account and appropriate same to the Police Special Revenue <br />expenditure account to support the Police Department's efforts in investigating real estate fraud. <br />DISCUSSION <br />Pursuant to Government Code 27388, the Orange County Real Estate Fraud Trust Committee, in <br />conjunction with the Orange County District Attorney's Office was created to administer funds to local <br />cities to support their efforts to investigate real estate fraud crimes. Recently, the Santa Ana Police <br />Department was awarded $50,000 to support its efforts in investigating real estate fraud crimes. The <br />Police Department will use $49,000 to fund investigator overtime and $1,000 to fund training for <br />investigators handling these cases. This grant will cover the period of July 1, 2013 through June 30, <br />2014. <br />Last fiscal year, the Police Department received $18,000 in Orange County Real Estate Fraud Trust <br />funds. The Police Department Economic Crimes Unit is currently investigating two cases involving <br />over 25 victims with a potential monetary loss of $80,000. These types of cases typically involve <br />illegal loan modification. The Economic Crimes Unit also investigates other types of real estate fraud <br />which includes identity theft, loss mitigation, and foreclosure rescue scams. <br />20B -1 <br />
