Based on our <br />discussions with staff it was determined that the traffic volume projections presented in the <br />Katz, Okitsu & Associates analysis conducted in December 2006 were still valid as the <br />basis of impact analysis for the proposed project. The projections in that study considered <br />Year 2010 and 2030 horizon years. Due to the economic conditions over the last several <br />years the overall area-wide traffic volumes have decreased when compared to previous <br />projections (i.e., the regional County Traffic Model OCTAM data indicates traffic volume <br />reductions of up to 15 percent compared to projections published in 2005-2007) and no new <br />projects have been approved in the vicinity of the proposed project. Therefore, today's <br />traffic volumes around the project sites are lower than the previously projected Year 2010 <br />with-project volumes.
