Sarmiento <br />City of Santa Ana <br />20 Civic Center Plaza <br />Santa Ana, California 92701 <br />Re: Amendment to Development Agreement No. 2007-01, Vesting Tentative Tract Map No. <br />2013-04 and Site Plan Review No. 2013-03 for a New Multi-family Residential <br />Development at 1901 East First Street, ("Project") <br />Dear Mr. Pulido and Councilmembers: <br />I am the owner of the office complex directly east of the Project within the Metro East Mixed <br />Use Overlay. I have reviewed the proposed project. I have had many questions and concerns <br />about the Project and especially the interface of the Project with my property. One of the <br />primary objectives of the Metro East Mixed Use Overlay is to achieve a harmonious integration <br />of the new with the existing. Regarding this integration objective one significant issue remains <br />that I request the City Council resolve. <br />I am concerned with the townhomes that line the parking structure and face into the office <br />complex parking lot and trash enclosure, I am concerned with safety, noise and visual impact <br />between our properties. I have suggested trees be planted along that boundary line, but I am <br />told that the edge of the Fire Lane is right at the property line, causing an unsafe condition. In <br />addition there is a significant grade difference for part of the applicant's east property line <br />making an even more dangerous situation. <br />We request that the City Council add a condition of approval to require a landscaped eight-foot <br />masonry wall located the entire length of the eastern edge of the Project site. We believe this <br />will provide a more harmonious integration between the proposed Project and the existing <br />office complex and address the safety, noise and visual impacts. <br />If you have any questions or would like to meet with me, please feel free to contact me. <br />Thank you for your consideration of our request. <br />ke r le y , <br />L
