KidWorks Community Development Corporation <br />CareerWorks Program <br />Supportive Services Policy and Procedures: Program Year 2013-2014 <br />Purpose: This policy established the guidelines for the issuance of supportive services to <br />participants, who are identified in need of such services, in order to assure the successful <br />completion of the program. <br />Procedures: <br />A. Eligibility <br />a. To request and receive supportive services, an individual must by eligible and be <br />WIA enrolled with the Santa Ana W/O/R/K Center. <br />b. Supportive services will be made available to participants while they are in any <br />facet of WIA services contingent upon need and approval by a case manager. <br />c. As it is with all WIA services, provision of supportive services is not an <br />entitlement. <br />B. Availability of Funds and Assessment of Need <br />a. The fiscal officer will verify the availability of funds and notify the case manager. <br />Supportive services are delivered contingent upon availability of funds, the need <br />of the participant, and given on a first come, first serve basis. <br />b. Assessment of need will be determined by the case manager and reviewed by the <br />program director. Assessment of need must be recorded on the client tile. <br />c. Supportive services are available to those participants who are identified as: <br />i. Has no other way to meet needs and has expressed the need to the case <br />manager. <br />ii. Other funding sources and resources should be explored and utilized <br />before requesting WIA funded supportive services (i.e., Social Services). <br />iii. Exploration shall be documented on client file. <br />C. Transportation Assistance- General Guidelines <br />a. Need will be established through the completion of the Participant Informational <br />Worksheet- Budgeting Form. Of the total monthly expenses recorded on form <br />exceeds the total monthly income recorded on the form, then the participant will <br />be determined to be in need. In instances where income exceeds expenses, the <br />case manager will submit a written request to management stating the reasons <br />why client should be allowed to receive supportive services. <br />b. After identifying the need for transportation assistance and exploring and <br />eliminating all other alternative funding sources, the case manager and the <br />participant will develop a service plan and record in case file. <br />c. Transportation assistance is defined as the provision of gas cards or a bus pass to <br />participants. <br />d. Transportation assistance is available to clients for up to 12 months. Qualifying <br />criteria includes: <br />i. Participates in all required activities as agreed to by the case manager. <br />ii. Uses the W/O/R/K Center to look for work, if job -seeking. <br />EXHIBIT A <br />
