Orange County Conservation Corps <br />Santa Ana Workforce Investment Board - The Youth Service Provider Network <br />Request for Proposal <br />PY 201312014 <br />to provide a lasting foundation to enable youth to enter the workforce and be successful, <br />productive, members of society. <br />XI. Common Measures (refer to page 12 of the RFP for definitions) <br />A. Improve Literacy/Numeracy Skills (40%) <br />1. How will your program ensure that youth who are basic skills <br />deficient will improve their literacy/numeracy skills? What will the <br />steps/schedule/timeline be to accomplish this goal? <br />WIA Participants will meet daily with certificated teachers for a total of ten hours per week of in - <br />class instruction and tutoring to deliver academic assistance to raise the skill level of basic skills <br />deficient youth. The Orange County Conservation Corps' Charter School delivers its academic <br />instruction knowing that most WIA Corps Members' basic academic skills are below the 8`h grade. <br />In addition to classroom based instruction, other assistance provided may be: field based, on- <br />line, individual, small/large group, crew -based, using demonstrations, lectures, packets, guest <br />speakers, and individual research <br />2. What other methods/assessments aside from the TABE test will be <br />used to determine the improvement of the youth's <br />literacy/numeracy skills? <br />The Orange County Conservation Corps will utilize the following strategies and activities to <br />determine improvement of the youth's literacy/numeracy skills: WIA satisfactory surveys; WIA <br />Corps Member community meeting monthly; Work sponsor survey evaluation; Monthly internal <br />monitoring days for full staff that relate to program evaluation, mission, planned, etc.; multiple <br />program / grant site reviews and audits for program/grant compliance. <br />B. Attain Employment or Enter Post -Secondary Education (65%) <br />1. How will your program ensure that youth will attain employment <br />or enter post -secondary education? <br />WIA Corps Members will obtain services necessary to ensure that youth will attain employment or <br />enter post -secondary education. Services include, but not limited to: <br />• Support services; referrals for legal, medical, substance abuse, health, housing, <br />family/personal guidance and counseling; help with tools, books, clothing, other <br />items <br />needed for interviews, job requirements, advanced training, etc. <br />• Corps staff members serve as adults mentors <br />• Access to the Corps' computer lab, fax, voice mail, and printer for resumes, <br />applications, <br />financial aid, job search, job retention, on-line services; <br />• Transition assistance such as: Job placement / vocational certification / Education <br />opportunities / school enrollment assistance & career guidance <br />2.
