CITY COUNCIL COMMITTEE ON <br />• DEVELOPMENT AND TRANSPORTATION <br />Meeting Minutes <br />June 4, 2013 <br />CALL TO ORDER <br />The meeting was called to order at 5:10 p.m. in Room 1600 of the City Hall Ross Annex. <br />ATTENDANCE <br />The following Councilmembers were present: Vincent Sarmiento, David Benavides and <br />Michele Martinez <br />Staff present were: Kevin O'Rourke, Interim City Manager; Jay Trevino, Executive <br />Director/Planning & Building Agency; Raul Godinez Il, Executive Director/Public Works <br />Agency; Laura Sheedy, Assistant City Attorney; Sandra Gottlieb, Acting Executive <br />Director/Community Devel. Agency; Gaby Lomeli, Redevelopment Project Manager; Deputy <br />Chief Doug McGeachy, Police Dept.; William Galvez, City Engineer; Alvaro Nuriez, <br />Community Preservation Coordinator; Yvette Aguilar, Community Preservation Inspector; <br />Melanie McCann, Associate Planner; Matt Foulkes, Management Aide; Kathleen Head, <br />COSA Consultant; Lorrie Ortiz, PWA Executive Secretary; and Rosa Barela, PBA Executive <br />Secretary. <br />0 AGENDA ITEMS <br />PUBLIC COMMENTS - None <br />2. APPROVAL OF MINUTES -APRIL 22, 2013 MEETING <br />Approved by a vote of 3:0. <br />3. REVIEW OF COMMITTEE BYLAWS <br />Assistant City Attorney Laura Sheedy discussed the recommended draft Bylaws <br />which are similar to the other Council Committees with different areas of review. <br />The Vice Chair position was included in the bylaws and will be placed on the next <br />Committee agenda for appointment. After review and comment by the Committee, <br />the bylaws will proceed to the full council for approval. <br />Chair Sarmiento noted this Committee recommends only to the City Council in order <br />to review any issues and to have a broader conversation. <br />Committee member Benavides noted in "Article II - Purpose" under issues on the <br />agenda brought or referred by the City Manager or Department head, noted that <br />Committee members should be setting the agenda. Ms. Sheedy will include the <br />• agenda is driven by Committee members, and that items may be added by the City <br />Manager or City Department head.
