PUBLIC HEARINGS <br /> <br />2. Authorize the City Manager to submit the approved program to the <br />United States Department of Housing and Urban Development for <br />the City's fiscal year 2004-2005 allocation of Community <br />Development Block Grant funds, and execute the grant agreement <br />with the United States Department of Housing and Urban <br />Development. <br /> <br />3.
