Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the City Manager to submit the Newhope Avenue, Civic Center <br />Drive, and Grand Avenue Bike Lane projects for funding consideration under the Bicycle Corridor <br />Improvement Program. <br />DISCUSSION <br />The recommended action will complete a grant application requirement in order to be eligible to <br />receive funding to install Class II (on-street) bike lanes along three roadway segments. The <br />proposed installations are consistent with the City's Bicycle Master Plan, and would help extend <br />and connect existing and planned bike paths. <br />The Orange County Transportation Authority (OCTA) issued a call for Bicycle Corridor <br />Improvement (BCI) Program applications for Fiscal Year 2013-2014. BCI Program is federally <br />funded and provides construction funds for projects that improve safety and convenience for <br />bicycle commuters. <br />In response to this call, the City is requesting authorization to submit grant applications for three <br />bike lane projects: (1) Newhope Avenue from First Street to McFadden Avenue, (2) Civic Center <br />Drive from Bristol Street to Broadway, and (3) Grand Avenue from 21st Street to Fairhaven <br />Avenue (Exhibit 1). All three project locations involve new Class II bike lane installations, which <br />include appropriate signage, pavement markings, and detector loops at traffic signalized <br />intersections. The application deadline was September 30, 2013, however before the grants are <br />evaluated in early 2014, OCTA will need a resolution. <br />ENVIRONMENTAL IMPACT <br />Per Section 15061(b)(3) of the California Environmental Quality Act, this action is exempt from <br />further review as there is no potential for any environmental impact. <br />55C-1
