Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />RECOMMENDED ACTION <br />Authorize the Community Development Agency to release a Request for Proposals to qualified <br />affordable housing developers seeking proposals for federal HOME funded affordable rental <br />project(s) to be developed in Santa Ana. <br />The City annually receives federal grant funds through the HOME Investment Partnership Program <br />(HOME) for the development of affordable housing. These funds must be committed by July 31, <br />2014 or risk deobligation by the Department of Housing and Urban Development (HUD). <br />Staff is requesting authorization to distribute a Request for Proposals (RFP) (Exhibit 1) for <br />affordable rental project(s) to be developed in Santa Ana. The project types that are being solicited <br />are for acquisition and rehabilitation of existing rental projects in Santa Ana. The maximum funding <br />available is $1.5 million in federal HOME Program funds. The selected developer(s) will be <br />responsible for contributing additional funds as may be necessary, for securing the land and <br />constructing the improvements, as well as be responsible for lease-up and operation of the <br />projects. <br />The RFP is scheduled for release on October 22, 2013 with first round proposals due January 6, <br />2014, and second round proposals for remaining funds tentatively due February 19, 2014. Notices <br />of funding availability will be placed on the City's website, published in a general circulation <br />newspaper, and directly mailed to local housing developers who have previously shown an interest <br />in housing development projects. Following review of the proposals received, the <br />recommendations will be submitted for the City Council's final approval. <br />1901-1
