First Street- Lyon Community Development <br />Dear Mayor Pulido and Members of the City Council: <br />The Kennedy Commission (the Commission) is a broad based coalition of residents and <br />community organizations that advocates for the production of homes affordable for families <br />earning less than $20,000 annually in Orange County. Formed in 2001, the Commission has been <br />successful in partnering and working with jurisdictions in Orange County to create strategic and <br />effective housing policies that has led to the new construction of homes affordable to lower <br />income work-force families. <br />The Commission would like to acknowledge and commend the City for its leadership in <br />encouraging and facilitating the development of homes affordable to lower income families. By <br />the end of this year, the City will have completed 191 new affordable rental apartment homes <br />and in addition, the City has an affordable mixed-use residential development in the pipeline. <br />The Commission urges the City to continue its great efforts in addressing the City's housing needs <br />for lower income families at the 1901 East First Street Lyon Community Development. We <br />support the City Council Ad Hoc Committee's recommendation to include 10 affordable homes in <br />the 1901 East First Street development; however, we recommend the Council consider <br />incorporating deeper targets of affordability that are deed restricted to very low-income families, <br />one of the City's largest needs. According to the California Department of Housing and <br />Community Development, a household of four earning $48,150 is categorized as very low-income <br />(please refer to attached). <br />The Commission looks forward to continuing our partnership with the City to increase affordable <br />home opportunities for lower income working families.
