Lss10/7/13 <br /> RESOLUTION NO. 2013-049 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA AUTHORIZING THE SUBMISSION OF <br /> PROJECTS FOR FUNDING UNDER THE <br /> BICYCLE CORRIDOR IMPROVEMENT PROGRAM <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br /> FOLLOWS: <br /> Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br /> declares as follows: <br /> A. The United States Congress enacted the Moving Ahead for Progress in the <br /> 21st Century (MAP-21) Act which makes Congestion Management and Air <br /> Quality (CMAQ) funds available to the Orange County Transportation <br /> Authority for transportation-related projects that reduce congestion and <br /> improve air quality. <br /> B. The Orange County Transportation Authority (OCTA) administers CMAQ <br /> funds, and has set aside ten percent (10%) of those funds for projects that <br /> improve safety and convenience for bicycle commuters through the Bicycle <br /> Corridor Improvement Program (BCIP). <br /> C. OCTA has issued a call for projects to be funded through the BCIP, which <br /> provide measurable air quality improvement through the construction of <br /> bicycle trails and facilities, including gap closures and bikeways. <br /> Section 2. The City Council of the City of Santa Ana nominates the following projects <br /> and authorizes the City Manager and/or the Executive Director of the Public Works <br /> Agency to submit applications for Bicycle Corridor Improvement Program funding: <br /> • Newhope Avenue bike lane from First Street to McFadden Ave <br /> • Civic Center Drive bike lane from Bristol Street to Broadway <br /> • Grand Avenue bike lane from 21st Street to Fairhaven Avenue <br /> Section 3. The City Council of the City of Santa Ana certifies that, if selected, the City <br /> will provide the required twelve percent (12%) matching funds, and will have sufficient <br /> funds to operate and maintain the project(s). <br /> Resolution No. 2013-049 <br /> Page 1 of 3 <br />
