REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 4, 2013 <br />TITLE: <br />HISTORIC PROPERTY PRESERVATION <br />AGREEMENT NO. 2013 -03 FOR THE <br />PROPERTY LOCATED AT 2450 NORTH <br />BONNIE BRAE <br />CITY MANA ER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />•C• o <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1� Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute the attached agreement with the <br />property owner Andrea Michelle Hopper for the structure located at 2450 North Bonnie Brae, <br />subject to non - substantive changes approved by the City Manager and City Attorney. <br />HISTORIC RESOURCES COMMISSION ACTION <br />Recommended that the City Council authorize the City Manager and Clerk of the Council to <br />execute the attached agreement with the property owner Andrea Michelle Hopper for the <br />structure located at 2450 North Bonnie Brae, subject to non - substantive changes approved by <br />the City Manager and City Attorney at its October 3, 2013 meeting by a vote of 5:0 (Hitterdale, <br />Schaefer absent). <br />DISCUSSION <br />This action allows for the approval of a Historic Property Preservation Agreement (Mills Act <br />Contract) which provides a potential property tax reduction allowing the property owner to <br />reinvest the tax savings into the maintenance of the historic property (Exhibit A). Additionally, the <br />agreement prevents inappropriate alterations. <br />FISCAL IMPACT <br />The Historic Property Preservation Agreement will reduce the property tax revenue to the City by <br />an estimated $75.90 to $379.52 annually, for a period of not less than ten years. <br />J6VM.
