ZOA No. 2013 -03 & SPR No. 2013 -05 <br />October 14, 2013 <br />Page 9 <br />Site Plan Review <br />Section 41- 593.5(c) of the Santa Ana Municipal Code requires a review by the Planning Commission of <br />all plans within a specific development plan area to ensure the project is in conformity with the plan's <br />development standards. As previously discussed, the proposed project lies within the City Place <br />Specific Development (SD -59) and the applicant has requested several amendments to the SD in <br />order to accommodate the project. In addition to analyzing the project's conformance with the zoning <br />standards, site plan review also addresses project features such as architecture, landscaping, <br />amenities, public realm features and building materials. <br />Public Notification <br />As required by the recently adopted Sunshine Ordinance, the applicant held a neighborhood <br />meeting on January 25, 2013 at the Bowers Museum in the Gloria and Si Fluor and Family Gallery. <br />At that meeting a total of 14 members from the public attended. During the meeting, several owners <br />of units within the City Place development expressed concern with the project. The minutes from <br />this meeting are provided as Exhibit 6. <br />The project site is not located within a neighborhood association, but is adjacent to the Park <br />Santiago Neighborhood Association. Given Park Santiago's involvement in the entitlements for City <br />Place, City staff directed the applicant to meet with the Association to discuss and review the <br />project. A meeting occurred on May 1, 2013. <br />Finally, the contacts for this Neighborhood Association were notified by mail 10 days prior to this <br />public hearing. <br />Further, through the California Environmental Quality Act process, the neighborhood contacts, as well <br />as adjacent properties and public agencies were notified of the release of Mitigated Negative <br />Declaration (MND) prepared for the project and invited to provide comments. The notice identified the <br />environmental process, availability of documents and contact information. <br />The project site itself was posted with two notices advertising this public hearing, a notice was <br />published in the Orange County Reporter and mailed notices were sent to all property owners and <br />occupants within 500 feet of the project site, as well as concerned citizens listed on the Permanent <br />Notification List. The City received written comments on the MND, which are contained within the <br />Final MND. At the time of this printing, no additional correspondence, either written or electronic, <br />had been received from any members of the public. <br />75D -11 <br />
