A. REDEVELOPMENT PROGRAMS <br />1. Economic /Community Development <br />Economic /Community Development program will consist of the Agency enhancing the <br />Merged Project Area by assisting in the commercial and industrial rehabilitation/ <br />development through business retention /attraction, rehabilitation loans and site <br />assemblage. The Agency's efforts in this program will provide new and expanded <br />opportunities to existing businesses as well as encourage the revitalization of the <br />proposed Merged Project Area through new commercial and industrial development/ <br />rehabilitation. Rehabilitation loans provided by the Agency could also assist in the <br />preservation of historic structures through rehabilitation, relocation and reuse. The <br />Agency will primarily assist private developers in the development/ redevelopment of <br />vacant, underutilized and blighted properties and will include, as necessary, the <br />development of parking structures to create additional off - street parking. <br />2. Public Facility Development <br />Public facility -based projects focus on the need for new or improved public facilities such <br />as parks, community centers, and cultural centers and facilities. The Agency may <br />participate financially in providing upgraded or new park facilities that are of benefit to <br />the Merged Project Area by providing adequate recreational facilities in the proposed <br />Merged Project Area. The Agency proposes to provide assistance in the development of <br />art and cultural facilities including adequate parking facilities and assistance in the <br />overall attraction of artists and art galleries to the Artists Village. <br />3. Infrastructure Improvements <br />Infrastructure improvements include projects that will assist with the future development <br />of the Merged Project Area including, but not limited to, the following: 1) transportation <br />and circulation improvements which may entail street widening, construction of street <br />medians, land configuration, street maintenance, and improved traffic signalization; 2) <br />sewer improvements to alleviate infrastructure inadequacies, meet flow requirements <br />and ensure public safety; 3) storm drain improvements including capacity for existing <br />and new development to ensure proper drainage and on -going street improvements of <br />Merged Project Area streets; and 4) public infrastructure improvements including <br />sidewalks, curbs and gutters, streetscape improvements, public transit improvements, <br />create pedestrian links and develop enhanced parkways and sidewalks, and provide <br />access to the disabled. <br />4.
